Only People within 600 ft of the project were notified in writing and many of us only had 11 days to read the first initial study document and respond to it by the deadline.

Many other people wrote letters. Due to technical difficulties I have been unable to include them because they were either not written in an electronic form or the electronic documents were not made available to me . I am trying to find appropriate software to make the paper letters I have into a readable web format.
